But he also said, in public, that if more cities and counties follow state policy with a constitutional framework, “this is absolutely unacceptable.” The ruling by the court, the most recent being that of the University of California – San Diego School Board, found the state was no longer permitted to use any state money as a method to support public schools in the future.
